Jim Sheeley, Matt Chamberlin, Judy Ulchinsky Join USBands Team

USBands is thrilled to welcome three new members to the team with Jim Sheeley joining us as the USBands Director, Matt Chamberlin as Event Staff Manager and Consultant, and Judy Ulchinsky as Adjudication Education Manager. All three are welcome additions to the team as we seek to provide the best service for the best events in the marching arts. 

"The breadth of experience in the marching arts that Jim, Matt, and Judy possess is expansive," said Vicki Ferrence Ray, Executive Director of USBands' parent organization Youth Education in the Arts. "They each bring a fresh perspective to USBands along with their combined decades of experience. We truly couldn't ask for better people on the team."

Jim Sheeley - USBands Director

Jim Sheeley graduated from Mansfield State College with a Bachelor of Science in Music Education with an Instrumental Music concentration. He received a Master of Science in Music with an Instrumental Conducting emphasis from Mansfield University and a Master of Science in Educational Leadership from The College of New Jersey.

Jim served as a teacher of music and band director for the Big Springs Public Schools in Big Springs, NE, Delaware Valley Regional High School and Somerville High School. In 2003, Jim was appointed Supervisor of Music for the Newark Public Schools and in 2010 was named Director of the Office of Visual and Performing Arts with oversight for 200 arts teachers in 75 schools serving over 35,000 students. During his tenure as director, Jim managed relationships with 75 arts partners which included, The New Jersey Performing Arts Center, The Newark Museum, Jazz House Kids, Little Kids Rock, and The Alvin Ailey Dance Company.

Serving as Principal for The Center School and Children’s Day School, both special needs schools, Jim relied on his performing arts experience to meet the needs of the extraordinary students. Both schools flourished through the infusion of the arts and the parents of these special learners were thrilled to have their children take center stage.

Jim’s school bands competed successfully in pageantry, jazz and concert band competitions. In 1999 the Somerville Band won the 5A national championship for USSBA. Jim recently completed his 19th season as an adjudicator for USBands and served as an advisory board member for the 2018-2019 season. He is in his seventh season as music director of the Whitehouse Wind Symphony, a community concert band.  

A trombonist, Jim performs with several brass ensembles.  Jim has also coached each of his children in soccer, basketball, and softball. He is active as a band parent and often moves props for his children’s marching band and indoor guard. Jim and his wife Alaine, live in New Jersey with their five children.

Matt Chamberlin - Event Staff Manager and Consultant

Matt lives in Boston, MA where he is the manager of the Construction Liability Department at Liberty Mutual Insurance. Matt has spent the last eight years in various management positions at Liberty Mutual. Prior to this Matt worked at the law firm of Morrison Mahoney LLP. Matt has significant experience in lean six sigma and creating customer-centric cultures in various types of businesses.  

Matt has been involved in the marching arts since 2001 as both a marching member, volunteer, and event manager for USBands. Matt also served on the Advisory Board of Blue Devils Performing Arts, where he worked to revamp their bingo program. Matt and his wife Allison have been running USBands shows since 2009 throughout New England and the United States. Matt has worked closely with the USBands Directors over the years to launch USBands Concert series and to bring process improvements throughout the organization.

Matt is excited about this opportunity and cannot wait to serve present and future band directors, students, adjudicators, event staff and fans of the activity as he assumes this role. 

Matt holds a Political Science degree from Suffolk University in Boston, a legal studies degree from Boston University and is graduating this fall with his Executive Master in Business Administration from Suffolk University. 

Judy Ulchinsky - Adjudication Education Manager

Judy (Tomko) Ulchinsky is an accomplished professional in both the educational and musical arts arena. 

Judy earned a Master’s degree in Learning Disabilities and holds certification in school administration (Principal/Supervisor), Learning Disability Teacher/Consultant, and Health and Physical Education/Recreation working for many years in schools and teaching at the high school and college level. She continues to work in schools as an educational consultant.

Judy began her musical arts performance background joining drum corps at age six and continuing on to become the first female guard captain of The Garfield Cadets. She taught the two-time National Championship color guard, Scarlet Cadets and went on to teach, and continues to consult, many bands and color guards. Her adjudication career began in DCI and went on to include WGI, BOA, DCA, USBands and many band and guard circuits.  She currently adjudicates in four guard circuits on an annual basis, band shows throughout the country, and drum corps in the summer. Judy is a member of the New Jersey Network of Judges.
